Because Holland has different road tax rates for diesel and petrol powered vehicles, buying a secondhand diesel car in Holland can work out cheaper than other countries in Europe.
In Holland most of the new diesel cars registered are to large companies. The very high rate of road tax that has to be paid for diesel cars is offset by the cheaper diesel price (currently around 1 euro per litre).
